Joseph L. Hoppa, age 80, of Ocean View, Delaware, formerly of Arnold, Maryland, passed away peacefully on Wednesday, November 19, 2025, at the Delaware Bay Rehabilitation and Healthcare Center in Georgetown, DE, after a courageous battle with Parkinson's Disease. His final days were spent surrounded by the love and support of family.

Joe was born in Annapolis, MD on April 22, 1945, the beloved son of the late John M. Hoppa and Anna (Blackowicz) Hoppa. He grew up with a deep sense of responsibility, curiosity, and patriotism—qualities that guided him throughout his life. Joe graduated from Arundel High School in Gambrills, MD in 1963.  In 1964, Joe proudly enlisted in the United States Navy, serving honorably until 1970 aboard the USS Simon Bolivar, a nuclear submarine. His time in the Navy left a lasting impact on him, shaping his discipline, integrity, and steadfast commitment to those around him.

After completing his military service, Joe pursued higher education with the same determination he brought to everything he did. He earned his degree from the University of Maryland in 1978, a milestone that opened the door to a long and successful career. Joe went on to work as a systems analyst for Baltimore Gas & Electric Company/Constellation Energy.  He retired after three decades of exceptional service, leaving behind a legacy of hard work and quiet excellence.

Outside of his career, Joe embraced life with enthusiasm and a love for simple pleasures. He enjoyed traveling and experiencing new places, tending to his garden, and spending sunny days at the beach. Whether he was playing a round of golf, enjoying a good meal, or settling into a friendly card game, Joe found joy in both activity and relaxation. His greatest happiness, however, came from spending time with the people he loved, especially his two grandsons who lovingly referred to him as Pop Pop. Family gatherings, shared laughter, and meaningful conversations were among the moments Joe treasured most.

Joe was a member of the Mason Dixon VFW Post #7234 in Ocean View, where he found camaraderie and community among fellow veterans. Even after his diagnosis with Parkinson's, Joe approached each day with resilience and determination. He dedicated himself to working out with trainers who helped him stay active and strong, always pushing forward with courage and optimism.

He will be deeply missed, but his legacy of love, strength, and perseverance will continue to live on in the hearts of all who loved him.

In addition to his parents, he was preceded in death by his brother, John Hoppa, Jr.; a brother-in-law, Lary Fitzgerald and a sister-in-law, Patricia Fitzgerald.  Joe is survived by his loving wife of 55 years, Rebecca (Moxley) Hoppa; his son, Eric Hoppa and his wife, Maura; two grandchildren, Evan and Sean Hoppa; four siblings, James Hoppa and his wife, Nancy, Mary Ann McCourt and her husband, Dennis, Edward Hoppa and his wife, Karol and Sue Houff and her husband, Tom; a sister-in-law, Joan Hoppa; a brother-in-law, Ronald Moxley and his wife, Marianna and numerous nieces and nephews.

A visitation will be held from 11 AM to 12 noon on Monday, December 8, 2025 at the Ocean View Chapel of Melson Funeral Services, 38040 Muddy Neck Rd., Ocean View, DE 19970, where a prayer service will begin at 12 noon.  Interment will be held privately.
