Barbara Moffett, a beloved wife, mother, grandmother, and great-grandmother and a long-time labor relations specialist for the Federal Deposit Insurance Corp., died on Nov. 24, 2023, of natural causes at Beebe Hospital with her husband at her side.

She was born in Washington, DC, in 1935 to the late Hal and Mary Gray Wilcox and raised in Tacoma Park, MD.

She is survived by David N. Ritchie, her husband of 48 years; her children, Laura Tornell of Olney, MD, Ken Moffett, Jr. of Alexandria, VA, and John Moffett of Antioch, CA; three grandchildren — Brian, Scott, and Melanie; and three great grandchildren — Isabella, Oliver, and Ava Grace; and her five King Charles Spaniels — Tilly, Cece, Sabina, Ruby, and Rorie.  She is predeceased by her brother Richard (Dick) Wilcox. While raising her family in Laurel, MD, she received several awards in the early 1970s for her social and community work there.  She took night courses at the University of Maryland and in 1974 obtained a BA degree in sociology. Upon graduation she became a union organizer for the American Federation of Teachers in the DC area. She began working for FDIC in 1980 and, soon after, headed up FDIC's collective bargaining teams. She took graduate level courses at night and was awarded a master's degree in personnel relations from American University in 1987. Following 27 years in labor relations at FDIC, she retired. Her colleagues at FDIC gave her a hat inscribed with one of her collective bargaining mantras – "I'm not happy until you're not happy." Upon retirement in 2007, she and David relocated to Ocean View, DE. She was a true bon vivant who loved going to the beach, travel, fine dining, interior decorating, playing with her Cocker and King Charles Spaniels, and tending to her azaleas and roses. She stayed in close touch with her children and friends. Throughout her life, Barbara was known for her compassion, fairness, pointed sense of humor, and for being a "straight shooter."
